A salt system that's not producing chlorine properly is usually one of a few things: a scaled-up cell, a wiring or control board fault, or salt levels out of range. I test the system to find out which, rather than replacing the whole cell as a first move.
Where the cell can be cleaned or the fault repaired, I do that. Where the cell has genuinely reached the end of its life, I'll tell you and get it replaced. Either way, I check the salt level and settings are right before I leave, so the fix actually holds.
